On a hilly ranch full of post oaks and sweeping views of Guadalupe County, Scott Bugai has erected a sophisticated complex of high-fenced pens on a portion of the acre property where he cares for and raises about deer. Many of the animals that he has raised since birth — especially the ones with large racks of antlers — will be eventually be viewed from the back end of a rifle scope.
Bugai, a veterinarian, allows about a dozen hunters a year onto his land about 40 miles from San Antonio to hunt these specially bred trophy bucks. But now that the state Legislature is in session, Bugai and 1, fellow deer breeders are again being targeted. He took over the Flying B Ranch in and began breeding deer in He estimated that he has raised more than 1, deer on the same land where his grandfather once ran cattle.
He is too connected to the property. This legislative session, groups made up largely of owners of huge ranches have stepped up their campaign against breeders. The Texas Parks and Wildlife Department regulates deer breeders, but some groups want stricter rules. Deer hunting in Texas is legendary, and the tradition binds together tens of thousands of families.

There is too much at stake for the fight to be easily settled, said Rick Hardcastle, a lobbyist and former member of the Texas House from Vernon in North Texas. Karl Kinsel, executive director of the Texas Deer Association, said members of his pro-breeders group just want a piece of the lucrative industry, which has long been dominated by big ranches. The proposal failed in the Legislature. The group wants a rule to make sure bred deer that will be hunted are released into the wild in the spring, leaving plenty of time for antibiotics and other drugs to wash out of their systems before the fall hunting season.

It is unclear what kind of traction — if any — the anti-breeders will have this session, but a few bills have been filed. State Rep. Kyle Kacal, R-College Station, filed House Bill as a shell bill that he said would serve as a vehicle for new rules on the timing for releasing deer — if scientific evidence comes to light showing venison from bred deer is unsafe for human consumption, and if the Texas Deer Association and the Texas Wildlife Association can agree on the rules.
Ryan Guillen, D-Rio Grande City, also has filed legislation, including HB , that would commission an independent study of breeding and create a panel to look at the issue. Guillen said the only studies that exist now on release and drug residue have been sanctioned by one side of the debate and disputed by the other side. Members of Texans for Saving Our Hunting Heritage and the Texas Wildlife Association have accused some breeders of cramming deer into fenced-in areas too small for them to roam and breeding bucks with racks too heavy for their muscles to support.
But Bugai said his deer — and those produced by the majority of breeders in Texas — are treated responsibly and only given livestock drugs as needed for any sickness or infection, and no one hunts his deer until they have become accustomed to the wild, usually several weeks or months after they are released from the complex of expansive pens.
